A freelanced 2-6-2 type, loosely based on Atchison, Topeka & Santa Fe and Chicago, Burlington & Quincy examples, which, while mostly pulling passenger trains, did pull freight, so they could, in that regard be considered mixed traffic locomotives.

Note: One requirement not listed is Chipped, due to the front of the headlight requiring a Framed Collapsible Block with a Fancy Glowstone Lantern camo.

Lastly, make sure that when the schematic is fully placed, shift + r-click the middle bogie on the locomotive (the driving wheels) with an empty hand and adjust the bogie customizations until they resemble the 4th image I have attached.
