RPM Interval Limiter

This schematic adds a minimum and maximum value to the RPM of a network. By default, the min value is 30 RPM and the max is 100 RPM. The values can be changed using the RPM Ratio Finder. Check out the video for a quick showcase.

The main idea behind this design is simply to detect when the speed crosses the threshold values, and enable the rotation speed controllers based on that. To understand how the speed detection works, you can take a look at this section of the wiki: Using custom thresholds

The schematic should work for any version past Create 0.5 (and probably before that too).
