Power at 256 RPM somewhere where you can check. The rotation speed controller does not actually help with powering it. Instead it is to reduce the speed to 1 RPM so that the extruders work. Do not power it through the rotation speed controller. Instead, you need to mine through the wall and input the power to the belts somewhere. Make sure they are at 256 RPM and in the right direction. Check out my train track farm, too. It is made in the same style as this factory, and works fast.
