Thats a redstone switcher. It can switch (wow) between 1 of 16 signals and show in a nameplate which option is selected

Instruction:
Just switch lever to needed signal power from 0 (or "-" no one option is selected) to 15. If you want to switch another option after select one-just switch lever to 0 and select needed option
